How the customer's identity system (Workday, Okta, Entra ID, etc.) tells the credential platform which users are eligible to receive credentials. Apple and Google have no concept of user eligibility — the issuer is responsible. HID accepts SCIM-formatted eligibility data; Wavelynx delegates to the partner.
