Google Wallet — no user-initiated provisioning

Structural feature gap vs. Apple Wallet. Google Wallet does not support user-initiated provisioning — every credential must be pushed by an admin who issues a token the user redeems. Same gap applies to suspend / resume from the wallet UI: those user-initiated paths don't exist on Google.
